Noeli Biggs is a Fulbright Scholar by the United States Department of
State – Bureau of Education and Cultural Affairs. She has several years of
experience in International Education by
in developing and managing international education programs. In
addition, she has experience in managing federal funds grant programs United

funded programs)
Noeli has Master of Science in International Relations and
undergraduate in Psychology. She has been selected to participate in several
